In the paper models which can be put in a basis of clusters systems management methods on the basis of assessments of their efficiency and risks are offered and investigated. Clusters formations are one of forms of innovative processes realization in which there are an integration of scientific, technical, technological novelties (ideas), developmental base and manufacture.
