The role of banks in the financing of the reform of housing-and-municipal complex: new solutions

In implementing the reform program of housing there is need for more effective influence in shaping the banks clear of financial flows in the industry. In the optimization of this work more attention should be paid to the basic problem of the industry - «opacity» of funds. This is particularly important in connection with the probability that the budget will deal mainly targeted support of citizens. In this context, the authors offer a basic system of passing the money through a cash settlement centers that are using the bank borrowed funds, organize the cash flows in the reform of public utilities. Examples of statement of this work abroad are resulted.
