Formation of the mechanism of management by balanced development of the transport complex

Article is devoted formation of the balanced management mechanism by development of a transport complex with use of toolkit of project management. The characteristic of equation of economic system is given, approaches are led to definition of equation indicators. Necessity of use of a program-target method for maintenance of balanced development of a transport complex is shown.
