Small enterprise is the subsystem of regional economy with the special features, formed with state, by motion and by the use of the working capital. The working capital forms the result of small enterprise and determines approaches to the procedure of the evaluation of business activity and financial stability under the conditions of differences in the investment attractiveness of regions.
