Grants as the tool to increase the efficiency of interbudgetary relations

In the article are considered the problems of the improvement of inter-budget relations as important term of budgetary reform in Russia. Special attention is inverted to an increase in the effectiveness in the inter-budget relations taking into account the specific character of budgetary process. Is shown the promising role of the tool of subsidies for increasing the effectiveness in the inter-budget relations and for using the principle «of administration for result».
