With the ongoing reforms in the country of the budget process to strengthen the financial problems of local autonomy federal budget, increase revenue collection in their territory are among the urgent. In the present work was shown the dependence of municipalities on the higher-level budgets and proposed a number of measures to strengthen its own financial base of municipalities Vladimir region.
