In connection with reforming of social security in different economic levels (federal, regional, municipal) it’s interesting to reach the goal for economic effects with cutting of expenditure. This ways are: restructuring of social public-service institutions, settings of the task to render service, the establishment of quantitative and qualitative indices of economics programs and others. The problem of engaging in the management of investment activities in different levels has recently been gained greater urgency. In the present work various aspects of investment activity in the regions are examined by using econometric techniques, the most effective management of investment activities in the region are determined, the benchmarking is done.
