Article is dedicated to the problems of the formation of the multidepartment socially oriented market economy, which is been based on an increase in production efficiency and which ensures passage to the new standards of the quality of the life of the population of region. Are based the conceptual bases of the system of the interregional cooperation of all subjects, who form part of North-Caucasian federal region. The principles of the expansion of the sources of funds and control of regional investment program are examined.
