Article is dedicated to the analysis of the totality of critical moments and problematic units, observed in the budgetary mechanism of municipal formations. Everything testifies about the insufficiency of the corresponding conditions and tools, which specifies the financial instability of the budgets of municipal formations. The system of the organizational-economic tools, proposed to the realization, will make it possible to strengthen the financial potential of territory, will ensure an increase of the profitable base of budget and as a whole will increase the stability of budgetary mechanism in the long-term outlook.
