Public and private partnership as new aspect of management of sub-federal and municipal debt

In the article the author considers matters of management of sub-federal and municipal debt in the period of crisis phenomena. The experience of management of regional debt instruments in Russia and abroad is considered. Attention is paid to management of regional debt under lack of sovereign guarantee. It is suggested studying possibilities of attraction of credits of regional debt source of financing and municipal investment projects realized on terms of public and private partnership.
