Evolution of debt management in the Russian Federation

In the article taking into account accumulated domestic experience of management and control work with debt instruments concrete recommendations are given that are associated with perfection of management of national debt in the country. The necessity of implementation of overall approaches to determination of risks of work with debt instruments, parameters (thresholds) of attraction of debt liabilities in Russian practice is marked.
     Calculations of current critical values of debt coefficients on example of foreign liabilities of the Russian Federation.
