Subject. The effectiveness of socio-professional partnership in the agricultural sector as an institutional basis for the formation and reproduction of human capital.
Objectives. Development of a methodology and a system of measuring indicators for a comprehensive and multidimensional assessment of the effectiveness of socio-professional partnership in the agricultural sector, taking into account the specifics of the industry and the stages of the specialist's life cycle.
Methods. A critical analysis of existing approaches to assessing social partnership has been carried out, and their limitations have been identified in relation to the specifics of the agricultural sector and the problem of human capital reproduction. Based on this analysis, an author's system of eight coefficients is proposed, grouped into three stages of the specialist's life cycle . To obtain an integral efficiency assessment, a composite index has been developed, calculated as a weighted average of particular indicators, with the possibility of adapting the weighting coefficients to the priorities of specific stakeholders.
Results. A step-by-step system of measurement indicators has been formed, which makes it possible to assess quantitative and qualitative aspects of socio-professional partnership. The developed composite index provides a comprehensive assessment of effectiveness and identification of problem areas by analyzing the contribution of each indicator.
Conclusions. The proposed methodology allows us to move from declarative and formal approaches in assessing partnerships to measuring their real contribution to the reproduction of human capital in the agricultural sector. It has a high practical significance for regional agribusiness management bodies, industry unions and educational organizations in monitoring the personnel situation, substantiating investment programs and forming management decisions aimed at sustainable reproduction of competitive human capital in the agricultural sector.
