Methodological provisions for the formation of the regional innovation development programme

Subject. Socioeconomic relations that arise in the process of initiating the collection of project applications and the selection of innovative projects within the framework of the cycle of formation of a regional innovative development programme.
Objectives. Development of methodological provisions for the formation of a program for the innovative development of the region based on a risk-based approach within the framework of the program-targeted management method.
Methods. Empirical and theoretical methods (analogy, abstraction, deduction, etc.), a systems approach, an expert calculation method, as well as the construction of a Rummler–Brach diagram were used.
Results. The process of selecting projects for the innovative development program of the region is considered. From a practical point of view, this allows responsible performers to promptly make managerial decisions during the project selection process. Such performers include relevant committees, executive bodies of state power, as well as industrial enterprises, business structures, the scientific community and investors. As part of the development of methodological provisions for the formation of a regional innovation development program, an analysis of existing methods for selecting projects for regional innovation development programs has been carried out. An organizational and functional model for selecting projects for the innovative development program of the region has been developed. An algorithm for assessing the compliance of innovative projects with the acceptable level in terms of the parameters of scientific, technical, socioeconomic and environmental development of the region is proposed.
Conclusions. The developed methodological provisions based on a program-oriented risk-based approach make it possible to select innovative projects that primarily meet the goals and objectives of regional socioeconomic development, meet acceptable risk appetite, and also have a synergistic effect within the framework of the program. Further research directions have been identified on the formation of a preferred program for the innovative development of the region, balanced in terms of resources, performers, timing of implementation, sources of financing and level of risks.
