Subject. Intraregional spatial heterogeneity of agricultural production, which reduces the diagnostic value of aggregated indicators of the subject of the Russian Federation and limits the possibilities of substantiating targeted management decisions. Objectives. Development and testing of methodological tools for segmentation of municipalities in the region by the level of gross agricultural production using the quartile analysis apparatus. Methods. The study is based on an array of data from official municipal statistics of the Nizhny Novgorod Oblast for 2024. The methodological framework includes methods of ranking and quartile grouping, assessment of production concentration (Pareto principle), Pearson correlation analysis to identify production determinants, calculation of median characteristics, as well as methods of industry profiling and cartographic visualization. Results. Based on the proposed methodology, the population of municipalities is divided into four quartile groups (Q1 – Q4). A critical degree of spatial polarization has been revealed: with a 300-fold gap between the extreme values of the sample, the upper quartile (Q4) accounts for 56.5% of the regional output, while the contribution of the lower (Q1) is only 3.6%. Qualitative differences in the structure of production have been identified: from the dominance of single-industry low-profit dairy farming in depressed areas to a high concentration of high-tech facilities in areas of intensive growth. The analytical tool "quartile passport" has been created, which is a matrix for designing targeted support measures. Conclusions. The necessity of transition from unified management models to differentiated regulation of the agro-industrial complex is substantiated. The practical use of the proposed approach makes it possible to form a targeted agricultural policy that takes into account the specific constraints and growth drivers of specific municipal territories.
