Transit potential in the structure of the region's economic resources: Theoretical and methodological foundations and a system of assessment indicators

Subject. The place and role of transit potential in the structure of the region's economic potential. The theoretical foundations of the formation of this potential are being considered and a methodology for its comprehensive assessment is being developed.
Objectives. To systematize theoretical and methodological approaches to the definition of transit potential as a component of the economic potential of the region and to propose an author's system of indicators for its quantitative assessment.
Methods. Methods of systems and comparative analyses of scientific concepts, generalization of statistical data, as well as the method of intersectoral balance were applied. The key result is the development of an integral transit potential index that combines four dimensions: infrastructural security, institutional environment, economic efficiency, and integration potential.
Results. The essence of transit potential as a system-forming component that performs a dual role (an independent source of income and a catalyst for the development of other local potentials) is clarified. The necessity of supplementing traditional infrastructure assessments with parameters of the institutional environment and integration is substantiated, which is confirmed by an analysis of the practice of the international North–South transport corridor. A system of weighted indicators has been developed for an integrated assessment, which makes it possible to quantify the readiness of the region.
Conclusions. Transit potential is a system-forming component of the region's economic potential. Its adequate assessment requires an integrated approach that takes into account both the material base and the institutional and digital conditions. The proposed methodology makes it possible to diagnose the level of potential development and identify priority areas for its activation in order to achieve a multiplier effect in the region's economy.
