Subject. The article is devoted to solving a scientific and practical problem – the formation of an essential definition of a high-tech industrial complex as a key driver of new industrialization. The relevance of the study is supported by data indicating systemic challenges to the development of the high-tech industrial complex in Russia, including a low share in global exports, underfunding of R&D and its structural specifics.
Objectives. Overcoming the theoretical and methodological gap by forming an essential (as opposed to descriptive) scientific definition of the category High-Tech Industrial Complex, revealing its internal nature and systemic qualities.
Methods. The research is based on a systems categorical approach. To construct the definition, the method of two-level triadic decryption of the basic category was used, which made it possible to identify and deploy a system of immanent properties of a high-tech industrial complex.
Results. A new, detailed definition of a high-tech industrial complex has been constructed. It has been established that its essential nature is formed by a triad of interrelated qualities: compatibility (as the basis for the rational pooling of resources and competencies), integrativity (as a mechanism for the generation and diffusion of knowledge and innovation) and integrity (as a condition for sustainability and autonomy, revealed through targeted, functional and institutional aspects). Based on this conceptual core, key contradictions in the development of a high-tech industrial complex have been identified, for example, between centralized goal setting and market self-organization.
Conclusions. The proposed definition develops a conceptual and categorical framework for analyzing a high-tech industrial complex as a complex system. It is shown that the proposed conceptual core sets a clear program for research on the structural composition, innovation processes and management models of a high-tech industrial complex as a driver of technological development and achievement of national strategic priorities.
