Subject. The development potential of small and medium-sized enterprises is considered as a complex systemic education, including a number of interrelated components (subpotentials). The subject of the research is the methodological foundations of the integrated assessment of the production component as the most important sub-potential that determines not only the totality of opportunities for the development of productive forces of small and medium-sized businesses, but also the possibilities of sustainable economic development of regions. Objectives. The analysis of the indicators of the production component of the development potential of small and medium-sized enterprises and the development of an approach to its integral assessment. Methods. The methods of time series dynamics analysis, structural and comparative analysis, normalization, grouping and aggregation are used. Results. The development potential of small and medium-sized businesses is presented as a systemic education that includes a number of components, the most important of which is production. The high level of differentiation of the Far Eastern regions in terms of the production component of the development potential of small and medium-sized enterprises has been revealed. An approach to the integrated assessment of the production component of the development potential of small and medium-sized enterprises is proposed. Conclusions. The reduction in the number of legal entities in the field of small and medium-sized businesses and the number of their employees is a signal of increasing barriers to development. The high level of differentiation of the Far Eastern regions in terms of the production component of the development potential of small and medium-sized enterprises reduces its sustainability. An integrated assessment of the production component of the development potential of small and medium-sized enterprises indicates that small and medium-sized enterprises in the Far Eastern Federal District are lagging behind the average level in Russia. Regional policy measures are needed to stimulate small and medium-sized businesses in outsider regions, increase their attractiveness for investment and innovation, and create competitive conditions in the Far East.
