Innovative activity of higher education institutions in regional development. Part 1: Building a model of university as a driver of region's economic development
Subject. The article discusses regional development in terms of innovative activities of higher education institutions participating in the Federal Program "Priority 2030", aimed at scientific, educational, and technological leadership of Russia. Objectives. The purpose is to systematize modern approaches to the impact of higher education institutions on regional development for the formation of a model of higher education institution as a driver of regional economic development. Methods. The study draws on methods of theoretical analysis and systems approach in elemental, structural, functional, integration, and evolutionary aspects. Results. The paper considers the changing role of the university in the innovative development of regions, presents the convergence of three economic theories, i.e. noonomics, technological structures, and the theory of growth points (poles, centers, cores) of regional development. We developed and theoretically substantiated a model of university as a driver of innovative development of the region. It combines the concepts of "government – business – science" and "production – science – education" integration with the addition of "society", "ecology" and "digitalization" as driving factors of the modern development of civilization and formation of a new technological order. Conclusions. Almost all universities participating in the Federal Program "Priority 2030", when cooperating with the real sector of the economy, influence innovation processes, strive to become poles of growth, drivers or cores of the innovation ecosystem of the region and the country. This indicates a change in the functionality and an increase in the influence of universities on regional and national economic development.
