Subject. The article considers quantitative and qualitative indicators of the activities of research organizations of the Sverdlovsk Oblast, taking into account their contribution to the innovative development of the region.
Objectives. The purpose is to identify strengths and weaknesses of regional science, assess its role in generating the innovation potential, and formulate recommendations to improve R&D effectiveness and commercialization of its results.
Methods. We applied comparative and structural analysis of official statistics for 2024, calculation of specific weights and indices, and the content-analysis of industry-related literature.
Results. The Sverdlovsk Oblast accounts for 49% of R&D expenditures in the Ural Federal District; internal costs are 7.5 times higher than external costs. The number of researchers is 9,747 people, of which 4,546 are under the age of 39, confirming the availability of a talent pool. Capital investments in R&D amount to 6.75 billion rubles, however, depreciation charges remain insufficient for accelerated infrastructure upgrading.
Conclusions. The Sverdlovsk Oblast has a high scientific and technological potential and dominates in R&D among the subjects of the Ural Federal District, however, further growth requires increased depreciation and capital investments, expansion of external sources of financing, strengthening the mechanisms for attracting and retaining young researchers, development of commercialization tools and a startup ecosystem. If implemented, these measures will enable to strengthen the region’s position in the national innovation system and increase the contribution of science to sustainable economic development.
