Subject. The article addresses the genesis of industrial policy as a factor of economic development and its implementation in the regions of the Arctic zone of the Russian Federation. Objectives. The purpose is to determine institutional aspects of the regional industrial policy implementation in the Arctic zone of the Russian Federation based on a comprehensive study of theoretical approaches to industrial policy. Methods. The study draws on the integrated approach, including methods of comparative analysis, systematization, and generalization. Results. The paper presents a classification of the main theoretical approaches to industrial policy according to the functional impact of the State (or a region) on the development of industries or individual industrial facilities in the context of resource-based, sectoral, institutional, legal, and innovative approaches. We performed an analysis of legislative framework governing the industrial policy in the Arctic regions of Russia. Conclusions. It is crucial to transform regional legislation on support for the development of "new" industrial facilities in the Arctic zone of the Russian Federation, to formulate a proactive industrial policy aimed at solving the challenges of national and regional economic development.
