Subject. The article deals with formation, functioning, and modernization of economic clusters in the Arctic zone of the Russian Federation. Objectives. The study aims to summarize the experience of forming a cluster-type economic growth center specializing in tourism in the Murmansk Oblast. Methods. We apply general scientific research methods. Results. The paper defines the potential and competitiveness of the selected territory, including natural and cultural attractions, infrastructure, accessibility, cluster development strategies, including goals, mission, type of services, target audience, and main competitive advantages. It considers marketing strategies for tourist attraction and cluster promotion in the market. We devised a program for creating a tourist and recreational cluster in the Murmansk Oblast, offered specific measures for economic growth centers formation specializing in tourism. Conclusions. The formation of tourist clusters in the Arctic zone of the Russian Federation is an important strategic task aimed at attracting investment and improving conditions for tourists. At the same time, it is important to preserve the natural and cultural uniqueness of the region.
