Quantifying the Industry Specialization of Subjects of the Volga Federal District

Subject. To maintain sustainable development of regions, it is necessary to quantify the localization of regional activities, to focus on industries that ensure economic and food security and relieve social tension.
Objectives. The study aims to substantiate the choice of methods to quantify specialization of industries in the subjects of the Volga Federal District.
Methods. I apply the method of calculating the localization coefficients of industries in regions, using the official statistical information on the average annual number of employed persons by type of economic activity. The specific number of employees in a particular type of activity of the territory and the country serves as a base indicator.
Results. The paper underpins the choice of quantitative assessment of regional industry specialization on the basis of calculated coefficient of localization by the number of employees in the subject and in the country. I calculated localization coefficients for each subject of the Volga Federal District and the district as a whole, and identified sectors with high and medium level of specialization.
Conclusions. The subjects of the Volga Federal District are characterized by significant diversification of regional economies and distribution of labor resources between different types of activities. The main branches of specialization are manufacturing and agriculture. Social sectors are well-developed. For the district as a whole, the main specialized activity is manufacturing, which, under the sanctions regime, is a factor for economic stability.
