Subject The article addresses control and oversight activities of government agencies in the form of customs administration. Objectives We focus on the comprehensive analysis of domestic customs administration and the place of the single window mechanism as part of promoting the foreign economic activity in the digital environment. Methods The study employs the prototyping methodology. Its main idea is to find analogues (prototypes) in international practice, i.e. similar economic problems and customs tools that ensure the problem solution. The problems and goals of Russia are correlated with the problems and results of the countries that have undergone modernization. Results We analyzed foreign and domestic experience in promoting trade, using the customs valuation methods, assessed the quality of customs administration achieved through innovation in the customs sector, offered a plan for customs institutions development in the context of digital transformation of the Russian economy. Conclusions The paper considers the single window mechanism as the main tool to improve the quality and efficiency of customs administration. It discloses the relevant experience in customs administration in developed countries, identified the main reasons impeding the implementation of the single window mechanism in the Russian Federation at this stage.
