Differentiation of household income and affordability of food in the Sakhalin Oblast

Subject Affordability of food as the main form of food security implies access to high-quality food to people with different purchasing power. The insular position, terrain features and climatic conditions limit the possibilities to develop agriculture in the Sakhalin Oblast and thus create additional difficulties in providing the population with food.
Objectives The study aims to analyze trends and composition of money income and consumption expenditure of the population, to assess affordability of food in the Sakhalin Oblast.
Methods The study draws on the comparative analysis, graphical interpretation of statistical data, time series and grouping methods, index method, systems analysis, and integrated assessment method.
Results I perform an empirical assessment of affordability of food in the Sakhalin Oblast, using indicators that take into account the degree of uneven distribution of population by income level, the proportion of the poor population, the structure of consumption expenditure, and the purchasing power. The study shows that it is impossible to increase affordability of food, if the level of money income differentiation and the size of the poor population are not reduced and prices for food products are not stabilized.
Conclusions The food affordability index calculated under the method of integrated assessment enables to evaluate the level of food affordability in a particular region, and to make inter-regional comparisons.
