Importance Decree of the President of the Russian Federation highlighted ecology as one of areas of strategic development. The Russian government, when devising national environmental projects, should achieve a number of goals, including ecological recovery of water bodies.
Objectives The aim of the study is to analyze the condition of water bodies of the Russian Federation and define factors affecting water contamination to develop an action plan for water resource improvement.
Methods We employ comparative analysis, ranking, economic and statistical methods.
Results We reviewed international ecological ratings, analyzed the volume of discharges to surface water objects, unveiled factors affecting this process. The paper includes a forecast of polluted effluents discharge into surface water bodies for the foreseeable future and a set of actions we developed to improve the ecological status of water bodies in the Russian Federation.
Conclusions The position of Russia in international rankings is quite satisfactory. The developed action plan enables to conclude that the water pollution problem should be solved through State reforms and changes in the attitude of each individual to environment. If used in the practice of public administration agencies, the findings will help improve the reasonableness of decisions on environmental development strategy formation and implementation.
