Importance The article considers the demographic threats to Russia, opportunities to improve the efficiency of healthcare for retaining the human capital and strengthening the socio-demographic security of the region.
Objectives I analyze health indicators, the resource potential and function of the healthcare system, identify priorities in the sector development and opportunities to improve its efficiency at the macro and meso levels.
Methods The study employs methods of statistical analysis, micro-, meso- and macro analysis, multilevel and integrative approaches.
Results I review the resources of the Russian healthcare, trends in health indicators of the Russian Federation, the Ural Federal District, and the Sverdlovsk oblast. The analysis has revealed negative trends in the industry for recent years. The paper considers possibilities to increase the contribution of healthcare to human and labor potential retention at the macro and meso levels in conditions of reduced hospital stock, health facilities, and a decrease in financing.
Conclusions It is possible to increase the healthcare efficiency through improving the resource supply in the sector on the part of the government, and introducing innovations at all levels of management, including medical, organizational, information, and economic innovations. The paper, on the case of the healthcare of the Sverdlovsk oblast, proves that innovation contributes to improving the medical and demographic indicators, reducing losses at the level of the society, and strengthening the socio-demographic security of the entire region.
