Performance metrics of industrial classification in the Russian Federation and abroad

Importance The All-Russia Classifier of Types of Economic Activity presents details of information on business operations of economic entities. It is developed on the basis of the International Standard Industrial Classification of All Economic Activities (ISIC) recommended by the United Nations for all countries of the world.
Objectives The aim of the study is to investigate the Russian classification comparability with industrial classifiers applied abroad and identify areas for improving the approaches to statistical accounting of the national economy.
Methods We reviewed the Russian Unified System of Classification and Codification of Information (USCC) and performed a comparative analysis of the All-Russia Classifier of Types of Economic Activity and the ISIC. The paper rests on the data from certain foreign statistical departments, and reveals advantages and disadvantages of effective industrial classifiers.
Results The existing national classifiers are sufficiently unified, however, it is impossible to compare industry-specific indicators of different economies. Classifiers of foreign countries and the Russian Federation are created on the basis of ISIC, but the presented information differs in terms of the composition of sections. National specifics of data systematization distort the actual assessment of types and scale of economic entities' activities.
Conclusions It is crucial to restructure the All-Russia Classifier of Types of Economic Activity to ensure its functional use within Russia. This will enable a reliable statistical accounting for operations of multi-business companies. In future, the Classifier should become a part of monitoring and strategic planning of the Russian economy structure.
