Importance The dominant role of the fuel and energy complex (FEC) in the Russian economy determines both the strength and the weakness of the country. Low energy efficiency and volatility of energy markets increase the vulnerability of the Russian Federation.
Objectives It is important to identify barriers to energy efficiency growth and FEC modernization. These objectives require qualitative and quantitative assessment of conditions and factors impacting the FEC functioning and decision making.
Methods The study rests on the tenets of the general systems theory applied to economics. The energy sector is analyzed as an element of socio-economic system in terms of its stability and security. The systems analysis focuses on obtaining realistic estimates of energy industries across the subsystems that relate to FEC organizations' performance.
Results The analysis revealed system constraints for technological and infrastructural upgrading the FEC industries. They include inconsistency of policies and regulatory framework, inadequate management methods, backward technology, weak motivation for innovation, lack of interest on the part of major economic players.
Conclusions A systems approach enables to define prospects for comprehensive development of FEC industries and to obtain the best solutions that consider resources, internal experience, intellectual potential, involvement of all actors and criteria of local and overall economic efficiency.
