Importance The article addresses small businesses being one of the leading sectors of economy and to a great extent determining the rate of economic growth, employment, GDP structure and quality.
Objectives The study aims to examine the status of business climate for small businesses, review existing problems related to efficient State regulation of business activity, analyze the structure and dynamics of indicators of the World Bank report Doing Business 2017: Equal Opportunity for All in the Republic of Uzbekistan for two years.
Methods Using the statistical analysis and targeted monitoring of the leading ranking of business climate for small businesses, I analyzed different criteria impacting the institutional and entrepreneurial environment.
Results The paper proves that small business development in Uzbekistan corresponds to global trends in the formation of a flexible competitive economy, a combination of different forms of ownership and an adequate economic model, which is realized through a complex synthesis of competitive market mechanism and State regulation of large and small production. I made an attempt to study the problems of efficient regulation of small businesses, institutional support to entrepreneurial activity in the Republic of Uzbekistan, and cooperation of the business with the government and other institutions of the market.
Conclusions and Relevance Based on the detailed study of international rankings and surveys of business environment, the paper puts forward specific proposals to improve the institution of entrepreneurship and business climate in Uzbekistan.
