Subject The article addresses the patterns of forming the food staples consumption by the population under restricted foreign trade.
Objectives The aim of the study is to provide a rationale and predict changes in the structure of per capita consumption based on methods of economic and statistical analysis.
Methods The paper employs the abstract-logical, graphic, economic, statistical, and econometric method.
Results The level of actual consumption of some foodstuff is less than established reasonable norms, and the dietary structure of the population is insufficiently balanced by critical food products. The indigent of first decile groups are especially vulnerable. The correlation and regression analysis revealed a positive trend in per capita consumption of certain types of food products against the growth of real cash income, per capita production, and the share of domestic products in the total volume of food resources. A rise in prices for foodstuffs and unemployment in the constituent entities of the Russian Federation have an adverse impact on consumption. The multidimensional clustering of regions by the level of per capita consumption identified two groups of regions with different level of per capita incomes and conditions of creating household production.
Conclusions and Relevance One of the priority tasks of the Government is to establish a mechanism of targeted aid to disadvantaged groups, develop in-house agricultural production contributing to decrease in inflation and tension in the labor market.
