Importance Further competitive development of the Russian Federation on the basis of innovation closely correlates with the development of labor potential. The efficient tactical and strategic management of the latter should rest on the results of comprehensive assessment of its formation, reproduction and use.
Objectives The main purpose of the paper is to justify the need for complex assessment of labor potential and develop a methodological approach to implement it.
Methods The study employs a monographic method, systems approach, statistical and economic methods of analysis, including the cluster and variance analysis, and the principal components method.
Results I performed a critical analysis of existing methods to assess labor potential at the regional level. It enabled to develop a unique procedure for rapid diagnostics, which allows obtaining unbiased results and serves as a basis for identifying the most important problems and their solutions for regions. The proposed procedure implies regions' clustering by the level of their labor potential based on my original system of indicators.
Conclusions The study defines the typology of regions of the Central Federal District. It helps compare the labor potential of regions, taking into account the innovation component, and highlight the specifics of the regions' clusters. The tools may be used as analytical and information basis for actions aimed at formation and development of labor potential at regional and federal levels.
