Subject The article addresses the motivational preferences of Russian entrepreneurs, as reasons for business activities underdevelopment include not only the lack of State support, but also a low level of motivation.
Objectives The aim of the study is to analyze, measure and rank motivational preferences of entrepreneurs for Russian small business development purposes.
Methods Using the convolution of expert estimates under the method of fuzzy relation of preferences, we ranked motivational preferences of entrepreneurs, considering the impact of external and internal criteria.
Results Currently, a potential entrepreneur focuses on self-affirmation, however, the conditions created by external environment, including the State, are such that the most important are the needs for power, improvement of material position, stability. This testifies to the fact that to run a business for the sake of self-affirmation and recognition is currently unprofitable in Russia, notwithstanding that these are the strongest motives, as they allow an individual to reach his or her full potential.
Conclusions and Relevance The conditions created by the State for entrepreneurship development in Russia do not meet internal needs and motives of individuals. Internal and external factors will redirect people to motives that are less significant for them, and this reduces the interest in independent economic activity. The State policy in the field of business development in Russia is inefficient.
