Economic and statistical study of the effectiveness of the Russian system of financing of public health services in comparative international dimension

Importance Public health systems have been underfinanced for many years. In these circumstances, voluntary health insurance can be an alternative way of financing the State guarantee of free medical care to the citizens of the Russian Federation, including compulsory medical insurance programs.
Objectives The study aims to define key problems in developing the Russian healthcare financing system, to develop a methodology for assessing the efficiency of international systems of healthcare financing and identify the most efficient ones, make practical recommendations on implementing the best practices in the Russian Federation.
Methods The study employs descriptive statistics, statistical summary and grouping, graphs, charts and the nearest neighbors algorithm.
Results We developed the methodology for rating the efficiency of international healthcare financing, substantiated the choice the countries, which should be taken as models for reforming the Russian health care financing system, identified three main areas of the reform and offered specific measures for each.
Conclusions and Relevance The findings may be applied in the activities of the Federal Statutory Health Insurance Fund, the Ministry of Health of the Russian Federation, insurance companies and medical insurance organization, State statistics agencies.
