Human capital as a resource of region's innovative development

Importance The article deals with human capital formation and development and assessment of its impact on economic growth, including the innovation-driven one of regions of the Central Federal District.
Objectives The study aims to define areas of human capital development as a powerful resource to boost regional economy.
Methods We evaluated indexes (including intellectual) of human capital development and its summary indicator by regions of the Central Federal District based on economic and mathematical methods. This helped us to build a tree diagram of the cluster analysis of human capital indicators in the regions.
Results The paper analyzes major indicators characterizing the importance and differences between human capital and human potential, highlights their role in the intellectual capital formation, emphasizes the specific feature of human capital as an innovative resource, having greater value as compared to capital input, tangible assets and financial investments. Based on the economic and mathematical analysis, we revealed indexes characterizing the value of human capital in the regions of the Central Federal District, calculated totals for the human capital development over 2010–2013, and performed a cluster analysis of human capital values by regions.
Conclusions We distinguish three groups of regions differing in the indicators of human capital. Moscow and Moscow oblast stand separately; here human capital develops under models other than those of the rest regions of the Central Federal District.
