How to motivate public-private partnership employees to innovate

Importance Under Russian economy modernization, it is extremely important to search for new ways to enhance the efficiency of innovation of large corporate structures.
Objectives The objectives of the study are to develop a motivation system for public-private partnership employees implementing innovation, and an algorithm to evaluate the efficiency of the incentives.
Methods We employed economic and mathematical methods to analyze various aspects of motivating the innovative activity of employees within the public-private partnership.
Results We developed a model and methodology for integrated system intended to motivate PPP staff to innovate, a method to calculate remuneration, which is aimed at motivating employees to improve PPP operations, and a method to calculate annual compensation to the authors of innovation proposals. The test of the said measures showed that the incentive system has a maximum impact on achieving the strategic objectives of PPP actors that are associated with transition to innovation. The mechanism applies to any large corporation, including PPP, and may be useful for State authorities of the Sverdlovsk oblast and private business.
Conclusions Under the financial crisis and economic sanctions, the implementation of the tested unique method will enable to earn additional profit from PPP innovative activities or derive savings due to increased quality of manufactured products or performed works.
