Importance Agriculture development is defined as a top priority strategic objective, however, it remains the least-developed industry heavily reliant on the State funding. The embargo on food import imposed by Russia has demonstrated the dependence of the Russian consumer market on imported foodstuffs. Objectives The study aims to assess the condition of the agricultural sector in Russia. Methods I propose monitoring the Russian agriculture under the indicative method. It determines how the achieved or projected indicator values correspond to threshold values at a given moment. The threshold levels are set so as to meet the relevant requirements of social development and ensure the sustainable development of regions, taking into account the achieved level and goals. The diagnostic method for agriculture includes six particular indicators that are calculated based on 20 statistical indicators provided by the Federal State Statistics Service. Results The findings show that the condition of the Russian agricultural sector improved over the period of 2000–2014; however, it is still at the low level of development. Conclusions There is a need to reform the regulation of the consumer sector, especially in terms of setting priorities, as well as to perfect financial and economic mechanisms to facilitate target achievement.
