Importance It is crucial to search for and substantiate efficient interaction of the business and the State when generating and implementing innovation development strategies.
     Objectives The study objectives are to identify the key trends in the innovation sphere of the Russian Federation and to develop conceptual bases of the interaction mechanism between the business and the State in the course of strategic management of innovation activities.
     Methods The study rests on economic and statistical analyses, comparison and synthesis. The analysis of the current situation in the innovation sphere of the Russian Federation showed the need for further in-depth research and searching for ways to increase innovation activity of business entities.
     Results The situation in the innovation sphere is far from being adequate to the targets of the Strategy of innovative development of the Russian Federation. It is necessary to increase the efficiency of development and implementation of innovative strategies by business entities. We prove that strategic management of innovative activity of economic entities should be performed within active two-way communication of the business and the State. We present an integrated model of interaction between the business and the State when implementing strategic management processes of enterprises’ innovative activity.
     Conclusions A system of specific forms of participation of business and government may serve as a basis for further study and development of the theory and methodology of strategic management of innovations to gain a competitive edge of economic entities operating in a vibrant market environment.
