Grounding the economic substance of the social policy in the interests of economic security

Importance Social policy plays a key role in the economic security system. One of its key objectives is a socio-economic development of the State. Economic distress is directly related to threats to economic security, i.e. mounting unemployment, increasing number of population living below the poverty line, growing criminalization of social and economic relations.
     Objectives The purpose of the study is to determine the economic substance of the social policy in the context of economic security.
     Methods I apply the methods of retrospective analysis, synthesis, comparison and grouping to review approaches to determining the essence of the social policy by domestic and foreign authors.
     Results I justify that the economic component of the social policy can be found in most studies performed over the past few centuries. Many scientists consider social policies as a key and essential factor for economic growth and development. Often, the understanding of the social policy comes down to the fact that its implementation will eventually impact the economic conditions of the State, society and the individual, and therefore, the economic security.
     Conclusions Based on the analysis, I conclude that the understanding of the social policy comes down to financing the social sphere, distribution and redistribution of State resources and revenues between certain social layers and groups. The economic substance of the social policy is that effective use of instruments for its implementation provides for economic growth of the State and the social sphere development.
