On adjusted Human Development Index subject to sociocultural factors (the Tyva Republic case)

Importance At present, the studies on interrelation of sociocultural processes and economic development of a territory are sufficiently elaborated, however, there is no consensus on the matter.
     Objectives Our study intends to identify the links between sociocultural processes and the socioeconomic development of regions.
     Methods
To define the subject of the study, we applied the method of modified Human Development Index (HDI), which allows evaluating the development of human potential in the region subject to the assessment of basic sociocultural purposes.
     Results Human Development Index adjusted for the crime rate enables to evaluate the human development in the region, taking into account the assessment of basic sociocultural aims. In other words, the more consistent basic sociocultural purposes result in the lower level of crime associated, in particular, with alcoholism of the population, as well as other factors. We compare the adjusted HDI of several Russian regions. The study shows that HDI adjusted for the crime rate may give a different picture of human capital in regions.
     Conclusions and Relevance It is necessary to develop an individual socioeconomic policy for each region. The policy should focus on creating conditions to develop basic sociocultural purposes to build a harmonious society. Further studies may be associated with the extrapolation of this method to determine the modified HDI for indigenous peoples of the North of Russia and other countries.
