Importance Assessing the institutional parameters of social and economic systems is one of the most difficult and debatable problems from the perspective of theory and methodology. In most cases, the institutional component of social and economic systems is assessed intuitively, and as a rule, calculations are rather conventional. Objectives The aim of the study is to determine the possibility of quantitative measurement of institutional characteristics of social and economic systems under methods of economic analysis, and to test the methodology on the case of Russian regions. Methods We offer a unique option to assess the institutional parameters of social and economic systems. It enables to compare the type of economic behavior from the perspectiveof hedonism and asceticism. The article presents quantitative characteristics of institutional parameters in the country's regions for 2000-2013 based on the economic analysis. Results The findings reveal interrelations between institutional parameters of regions (as model social and economic systems) and the value added per capita. Conclusions The analysis demonstrates quantitative indices characterizing the interrelation of the hedonistic and ascetic culture with value production. The type of multiple regression equations show that under modern Russian conditions the ascetic type of economic culture provides for a higher volume of value added per capita in regions.
