Methods to manage the innovation activity in regions based on the complex index of value added growth

Importance Currently, the issues of improving the existing mechanisms of innovation activity management in Russian regions and searching for new methods enabling to build a system of innovation management that would be adequate to fast-changing environment are of particular importance.
     Objectives The purpose of the research is to develop effective methods to manage the innovation activity in regions based on the assessment of the complex index of value added growth.
     Methods The study rests on the systems approach, statistical methods, including the method of index numbers, statistical grouping, complex coefficient estimates, deduction and induction.
     Results I offer a new method to manage the parameters of innovative activity in the region. The method enables State authorities to implement reasonable administrative measures to boost innovation in regions. The measures focus on the growth of key macroeconomic indicators that characterize the economic development.
     Conclusions and Relevance The proposed methodology is a significant element of the general management system of regional development. The methodology has been tested in some regions of the Central Federal District. The testing resulted in developing guidelines and a package of measures to stimulate the innovation activity of each particular region.
