Staffing the agricultural sector of regional agro-industrial complex: analysis of condition and areas of improvement

Subject Human capacity building at agricultural enterprises is a pre-condition of import substitution. Nowadays, there are numerous problems related to human capacity building and development in the sector. They include insufficient employee retention and training. Furthermore, the problem of staffing the agricultural sector in certain agricultural regions having substantial import substitution potential is rather important.
     Objectives The main objective of the study is to analyze the situation in the sphere of staffing the agricultural sector of a particular region and to develop priority areas to improve the staffing system of the regional agro-industrial complex.
     Methods Based on the analytical data of the Department of Agriculture of the Orel oblast, we analyzed major indicators characterizing the security level, age pattern and qualitative composition of executives and specialists of agricultural enterprises in the Orel oblast. The social survey of students and graduates of the leading agricultural higher educational institution of the oblast uncovered the underlying factors for specialist retention in rural areas and determined the level of their satisfaction with their higher education.
     Results The study presents proposals to perfect the system of staff training for the agricultural sector of the Orel oblast.
     Conclusions The basic conditions of employment in the agricultural sector include salary level and housing access. Insufficiently developed rural infrastructure and general drop in the living standards of rural population considerably impede the human capacity building of the regional agro-industrial complex. The findings may help develop target programs for staffing the agricultural sector.
