Economic strategy of industrialization: analysis, empiricism, recommendations

Subject The article considers developing the strategy of industrialization of the Russian economy, and, in the wider context, of any economic system. This requires an aggregated criterion of industrialization or deindustrialization of the economy.
     Objectives The objective of the study is to provide theoretical description of the options of industrialization strategies, and empirically demonstrate the work of the introduced criterion of industrialization to assess the condition of economic (industrial) system and its changes.
     Methods I used the method of comparative analysis based on official statistics data and my own estimates, which enable to make a qualitative assessment, i.e. to determine the type of economic system for the Russian economy (raw materials and industrial). In addition, I applied the elements of correlation and regression statistical analysis.
     Results The research outcomes include the specifics of the parameters that characterize the level of industrialization of the economic system and the generalization of the Soviet experience of industrialization. This enables to use the theoretical results, i.e. formulated new criteria and principles to develop a strategy of industrialization and to choose its most relevant alternative from those available. I present an aggregate approach to the problem of restructuring the system as one of possible approaches, offer principles for industrial policy formulation, and introduce an aggregate criterion of restructuring the large-scale economic system with applications to the problem of economy industrialization.
     Conclusions In the short term, the dominance of the resource-based economy will continue, which imposes new requirements to the pursued structural and industrial policy and the choice of industrialization strategy. To choose an adequate strategy, it is necessary to apply the criterion or condition of industrialization introduced in the study, and to emphasize the basic possible strategies of its implementation.
