Subject The process of recourse concentration is increasingly influencing the dynamics of regional development. The uneven concentration of production factors leads to increased differentiation of Russian regions.
     Objectives The objectives are to study the extent of production factors' concentration on regional development, to find adequate mechanisms for resource redistribution to smooth spatial inequality.
     Methods We used econometric techniques to analyze the investment inequality of regions of the Northwestern Federal District, and performed the comparative analysis of their investment activity.
     Results We showed the gap between the regions in terms of investment in fixed capital by using the Gini coefficient and the Lorentz factor. The paper discusses theoretical and methodological aspects of the capital concentration theory, assesses the role of concentration of industrial and banking capital for successful development of enterprises in extremely competitive environment. Different theoretical approaches enable to estimate the concentration process, to identify the areas of territorial attraction of resources, both material and human, and to predict the consequences of resource transfer and concentration at the national economy level from the standpoint of the interests of regions and the population.
     Conclusions and Relevance We conclude that the differentiation of socio-economic development of the regions is caused by different capacity for the concentration of production, which depends on a number of factors, including government regulation of resource allocation.
