A methodological approach to the creation of a modern management model of innovative development of integrated systems in the high-tech sector of the economy

Importance The article examines the works of scientists who, at different periods of time, considered the problems of innovation development of businesses through the change of technological cycles.
     Objectives The aim of the study is a scientific justification for the need to establish a modern model of innovative development of integrated formations in the high-tech sector of the economy through the ideas generated by large State corporations and communicated to regional infrastructure modules of the national innovation system.
     Methods For the study, we applied evolutionary, systemic and process methods of reviewing and a mathematical cluster analysis.
     Results We have identified the necessary conditions affecting the effectiveness of innovative-technological development, the necessity of developing and implementing the methodological approach to establishing a modern management model of innovation development of integrated systems in the high-tech sector of the economy through the creation of new technological platforms, development of the technological infrastructure, and the formation of intellectual capacity. We have reviewed the existing theories on the cycle of innovation and technological development of integrated entities identified the most effective management model of high-tech development, developed methodological guidelines on the formation of the regional innovation and technology infrastructure.
     Conclusions and Relevance We conclude that in Russia and regions, there is a change of management paradigms, based on a current understanding of the process for the development of infrastructure and replication of high-tech products requiring the involvement of experts of different business structures, united by the common idea of sustainable competitive advantages at the national and international markets. In these circumstances, the integrated formations are an important long-term flexible tool for the innovative State policy in the sphere of high technologies at both the macro-and meso-levels. The research results will contribute to the solution of regional problems of innovative and technological infrastructure development of integrated entities in the sphere of high technologies.
