Importance Nowadays, it is crucial to build an effective system to manage the country's economy based on the innovation development factors. However, building an integrated management system of innovation and economic development involves a qualitative analyze and evaluation of the level of innovation activity of each region based on effective techniques. Objectives The article presents the results of the study, which purpose was to develop an analysis procedure for innovation activity of economic entities operating in regions based on innovation performance indicators. The study considers the problem of defining the innovation activity concept, presents a unique approach to its interpretation and a method for innovation activity analysis based on a set of interconnected indicators. Methods To research the innovation activity, I applied a systems approach, methods of deduction and induction, the statistical index method, and the method of complex coefficient assessment. Results The research resulted in new methods for analyzing the innovation activity of business entities, which enable to carry out monitoring studies of innovation development of regions efficiently and effectively, and to make management decisions on their basis. Conclusions and Relevance The proposed methods for the innovation activity analysis significantly contribute to the theory of innovation and the theory of systems management. The practical application of the methods serves as a basis for developing the rating systems to assess the level of innovation activity in Russian regions, which make it possible to compare regions based on the complex index.
