Anti-dumping measures in modern economy: international trends and the Russian practice

Importance Considering the global economic liberalization, it is still relevant to additionally protect and secure interests of national producers and manufacturers. Anti-dumping policies and remedies are one of the common tools in trade policy.
     Objectives The research aims at identifying the specificity of anti-dumping investigations abroad and in Russia. We point out main steps of and possible obstacles for anti-dumping investigations, global trends in enforcement of anti-dumping duties. The article evaluates the Russian practices in applying these measures.
     Results The article illustrates difficulties and challenges the Russian businesses may face in initiating an anti-dumping investigation, options they have in order to dispute illegitimately adopted anti-dumping duties. Both developed and dynamically developing economies resort to this trade policy tool, though there is a trend to anti-dumping abuses. WTO dispute resolution department experiences a continuing growth in the number of applications to initiate a dispute on some aspects of the anti-dumping investigation procedure, including the method for calculation of an adequate and normal price and dumping margin, which is different throughout WTO member States. Being a WTO member State, Russia has already attempted to appeal against the so called 'price adjustment methodology' applied in the EU.
     Conclusions and Relevance As integration processes continue and the Customs Union is being established, with the Russian Federation being one of the parties, national authorities transferred and assigned their anti-dumping responsibilities to the regional level, like it was done in the EU. It creates the specificity of the anti-dumping investigative procedure. Monitoring foreign expertise and practices will allow using this trade policy mechanism more effectively and protecting domestic business interests in the global market.
