Some issues to assess the quality of institutional and business environment in Uzbekistan

Importance The formation of the current competitive business sector in the Republic of Uzbekistan directly relates to such key components of the institutional business framework in the country as the interaction of small and private business with governmental authorities, existing financial and credit institutions, production and technological institutions.
     Objectives The research focuses on the comprehensive examination of institutions ensuring the availability and clarity of information needed for small and private businesses. The research also aims at reviewing issues of the effective governmental regulation of business that results in the external business environment and ensures favorable and efficient conditions for supporting businesses, with interests of private businessmen and the State being mutually balanced as much as possible.
     Methods Relying on observations, statistical analysis and intentional business environment monitoring, the author analyses various criteria influencing the state of the institutional and business environment.
     Results The research has identified the reasons leading to ineffective and shadow business institutions. The author articulates exact steps to improve the business institutions in Uzbekistan, according to international ratings and Doing Business rating of the World Bank and International Finance Corporation, in particular, and business environment studies.
     Conclusions and Relevance The author concludes that, when the government makes intentional steps to eliminate administrative barriers for small and private businesses under the national economy in transit, it will help the situation change, and businesses take their place in the new market of the Eurasian Economic Community, and facilitate the accession of Uzbekistan to the WTO.
