Socio-economic risks of toll roads

Importance The article describes the Russian practice of paid accommodation on federal highways.
     Objectives The aim of the paper is to identify the risks, worsening traffic conditions on paid and alternative routes.
     Methods On the basis of cost-benefit analysis techniques used in investment projecting to assess the contribution to the achievement of the socio-economic development, I have investigated normative-methodical documents regulating principles of car charging and the selection of a charging system, and project documentation for the construction of toll roads.
     Results I have discovered major mistakes in making investment decisions arising from the characteristics of the system of design and poor elaboration of regulatory measures. I have identified the system discrepancies between the current pattern of decision-making and the need to harmonize disparate interests of society and private investor, that requires an iterative procedure for adjustment of preliminary decisions and consider options for a coherent network development. Based on the analysis of the optimality conditions, I show that the commercial motivation is a limitation to significant degradation of the toll road, but it may contribute to a moderate decline in the quality of construction and repair works, depending on the load, an alternative route and the differences between public and commercial standards of discount.
     Conclusions and Relevance I am proposing certain measures to reduce the risk of creating a network of toll roads, such as an increased load on the alternative roads as a result of erroneous, but commercially profitable, design solutions on a toll road, and the deterioration of traffic conditions on existing roads in transforming them to a paid subscription. I also recommend using a flexible system of tariffs depending on the level of road loading an alternate route.
