Importance At present, the innovation management system, particularly in the telecommunication field, acquires features of crucial socio-economic institution, impacting various aspects of human life, thus stipulating the relevance of accountability management of innovative development of the telecommunication industry in the region. Objectives The paper examines the accountability management of innovation development of the telecommunication sector of a region. Results I have reviewed telecommunications in the Orel region on the basis of a data analysis by separate types of communication in the total volume of communication services of the region; identified a system of interconnected procedures of problem-oriented management of innovation development of telecommunications; pointed out the areas of enhancing the management mechanism of telecommunication industry development of the region. Conclusions and Relevance I concluded that the development of a regional telecommunication sector is possible only in case of the comprehensive reform of the scientific and technical sphere - from applied research to series production of high technology products and its output in the domestic and foreign markets.
